What We Learn

Pemaknaan 2024 focused on Pundi Perempuan, supporting organizations assisting victims of gender-based violence. Four partner organizations participated, representing diverse social contexts, including LGBT communities, human trafficking survivors, indigenous groups, and university students advocating for survivors of campus sexual violence.

Reflective dialogues led by Pemakna—experts from academia, activism, and documentary filmmaking—provided deep insights into challenges on the ground. Learning facilitators identified four key strategic issues affecting the broader movement to eliminate gender-based violence in Indonesia:

Sustainability Challenges for Organizations
Many community-based organizations supporting survivors struggle with limited resources and leadership regeneration, threatening the sustainability of essential victim services.

Risks and Safety for Advocates
Activists and victim advocates face threats from social environments and power structures resistant to change, making physical, emotional, and digital security major concerns.

Inequality in Access to Legal and Healthcare Services
Despite laws on domestic violence (2004) and sexual violence (2022), enforcement remains weak at the local level, leaving survivors struggling to access legal protection and survivor-centered healthcare.

Normalization of Violence in Various Contexts
In many communities, gender-based violence is still seen as a private matter rather than a societal issue, hindering advocacy efforts and broader policy change.

These findings were shared with leaders of the broader movement to eliminate gender-based violence in Indonesia and used as strategic input for future Pundi Perempuan grantmaking, ensuring more targeted and effective support for local organizations working with gender-based violence survivors.
